The effect of the amendment of these regulations is to provide additional statutory authority for the State to enforce the Citrus Nursery Stock Pest Cleanliness Program in order to provide a source of protected, disease-tested citrus nursery stock to the citrus industry. The amendment will also clarify that it is unlawful to propagate citrus that does not comply with these regulations.

The effect of the adoption of these regulations is to provide authority for the State to establish and administer a Citrus Nursery Stock Pest Cleanliness Program in order to provide a source of protected, disease-tested citrus nursery stock to the citrus industry. The voluntary Citrus Registration and Certification Program regulations were repealed and the Citrus Tristeza Interior quarantine was amended to eliminate duplicative regulatory requirements.
